Looks like the cows version of the human birthdefect called trisomi 13 (The Patau Syndrome) which can manifest with crainial and facial disfigurement, including cyclopia (from the greek word we know from Homer’s Odyssey). Cyclopia can also be present with other genetic birthdefects.

Hybrid races are possible, but in this case it isnt, two type of lizards or frogs CAN have a hybrid baby, but only in certain circumstances and its very unlikely for the first part, it looks like they are worshiping the “unknown creature” if you will because they may believe it is a reincarnation of someone or something (possibly the devil, they might be asking for forgiveness).
