Funny as this is at first glance, the truth of it is that any one or all of those posts (depending on the design) unlocks and either lifts up or retracts into the sidewalk itself. But on the upstroke... everyone that WAS originally laughing at how stupid those workers were can now find new humour in laughing at how stupid people are for looking at this picture and not realizing what's actually going on.
