Urban legend or not, it does occasionally happen, and it must be a Taco Bell thing. I personally witnessed almost the exact same exchange over a $2 in college at the State Street Taco Bell in Madison, WI. It was about 1 or 2 in the morning, and some poor guy was being given hell by the cashier and the manager about a $2 bill. Eventually a police officer came in from the street and set the whole situation straight.

I’m British and even I know that a $2 bill exists, I still have one from my last visit to the USA.
I also have a collection of 99p coins.
