That’s mainland China, and it’s commonplace both there and in Korea. The basic rule of treating other people in those countries is, “If you don’t know the person, pretend they are not there.”
For those who don’t believe that, go live in one of those countries (or Taiwan) for a year or two. I lived in Korea for a few years and Taiwan for two, and saw this sort of thing regularly – people injured or outcold on sidewalks and roads, but nobody stops to help.
Watch this video from Taiwan if you don’t believe me: The woman suffers a “hit and run”, and nobody lifts a goddamned finger to help her, they just walk away.

is it kindness? in turkey, passersby would try to wake her, give her something to drink or eat, to ease her awakening. then they would call an ambulance. we wouldn’t leave her lying on the ground till ambulance comes over..
is this japan maverick? fill us in..

its harsh, the problem here in brasil is that there are lots of alcoholatras and if you call the ambulance they probably would wasn’t a scarce resource into someone who just got too much, sad…
So, obviously there was someone who took the photos… why didn’t he help? hypocrites…

it’s china. i work in china now. people here are afraid to help people becuz they don’t want to get scammed. if you touch women like her she might scream and say you rapped her and gangsters would show up threaten you for money.
i was on a bus once and thieves were stealing my cell phone when i dozed off. everyone on the bus saw it, but no one said a word. they only told me that my things were taken after the thieves get off the bus. they didn’t want any troubles.
